Expose new GV api for detecting SmartBlock exceptions #10127
Description
Gecko just added some new APIs for ALLOWED_TRACKING_CONTENT See. This is required for mozilla-mobile/fenix#18629.
Added ALLOWED_TRACKING_CONTENT to content blocking API to indicate when unsafe content is allowed by a shim. (bug 1661330)
