Reset FxA push subscriptions to follow new subscription format

With the changes for #6105 in, we need to ensure our existing push users also have their push subscriptions updated.

This involves checking if subscriptions for FxA have the old format, unsubscribing the old scope, saving the new scope, and subscribing with the new scope.
