Provide a human-readable or JSON schema (whatever that may by) for the dictionary, and a set of documented Python scripts for traversing it. (The core ones for GDS could qualify, but they are not extensively documented).

Rationale

A number of ground systems use XTCE or other specifications. If somebody wishes to use F Prime on another ground system, a formal specification of the dictionary would be helpful. In addition, user-written ground tools could take advantage of the dictionary specification to do their own processing.

Yes, this would have been extremely helpful to have. The existing GDS scripts are a decent enough starting point, but I had to figure them all out myself.
