Ahoy, matey! This pull request adds a troubleshooting section for OnDemand performance issues, including steps to clear the JupyterLab cache. While the addition is useful, ye've neglected our ship's laws: ye must swap that hardcoded support link for our standard partial include, and quit using blockquotes where a proper warning admonition is required. Shape up, or ye'll be scrubbing the decks!

Ahoy! Ye think yerself too grand to use the ship's standard tools? We went through the trouble of forging the support request partial so lazy sailors wouldn't have to write custom mailto links. Swap that hardcoded link for the include snippet, unless ye fancy scrubbing the decks.
