Steps to Reproduce

• Install Custom Objects
• Bring up NetBox (do not log in)
• Navigate to http://localhost:8000/plugins/

Expected Behavior

I should not be able to see the Custom Objects plugin in the left nav

Observed Behavior

I see the Custom Objects plugin in the left nav.
