This fixes the issue with missing release notes in Renovate PRs for NPM packages originating from this monorepo (example).

The problem was that packages moved into the netlify/primitives monorepo were using a shorthand repository format in their package.json files:

"repository": "netlify/primitives"

This shorthand doesn't provide enough information for Renovate to locate release notes in a monorepo where packages use prefixed tags (e.g., blobs-v10.0.8).
