Remove /etc/dpkg/dpkg.cfg.d/excludes for installing man pages.

Ubuntu's docker images have a dpkg setting for keeping them small. Resolves #18 |

@jakschu Great catch! Wasn't aware of how they did it in the base image. Now I know. :) Merged and pushed! |
