[Registries configuration page] "Start scan" button is not grayed out immediately after clicking "Start scan" button

Version: UI ext. v0.3.0 + sbomscanner v0.7.1 + Rancher Manager v2.12.3

Steps:

• Create Registry
• Go to Registries configuration page and select that registry
• Click "Start scan" button
• "Start scan" button is always clickable (it's not grayed out); you could refer to the attached video.

Expected:

• "Start scan" button should be grayed out immediately after clicking "Start scan" button and becomes clickable when the scan is finished

This is by backend design.
As there is not stop scan in backend. While a registry scan is not completed, we allow user to click "start scan" button again to retry it on bakcend.
If we disable it while scan is in progress, it block user's behavior.
