add new plugin nf-bactopia

This PR adds a plugin to be used with Bactopia.

This is my first releasing a plugin (been using locally), so any guidance will be well received.

Hey Robert. Are you using the new Gradle plugin? We shared it in one of the plugin dev channels but you might not have seen it. If not, it's pretty easy to migrate an existing plugin.

If you use that new approach, you can publish directly to the new plugin registry without making a PR here.

We aren't going to accept PRs here anymore since the registry is much easier to use and it keeps this repo up to date automatically.

Using the latest gradle plugin, didn't realize registry was ready. I'll switch to registry.
