Steps to reproduce

The test_virtual_server_foreign_upstream test is experiencing intermittent failure.

1. Run the Python test 'test_virtual_server_foreign_upstream.py' five times.
2. Half of the time, NIC cannot find the upstream endpoints on the upstreams in BOTH the same and foreign namespaces to the VirtualServer, resulting in the same test error as https://github.com/nginx/kubernetes-ingress/actions/runs/19334520093/job/55305769944.
3. When using a Python debugger, the missing upstream endpoints usually reappear after deleting or modifying, followed by reapplying the VS.
