Fix cves for pcre2 and libxml2

Update pcre2 and libxml2 in our base nginx docker image.

After running:

docker run --rm \
  --entrypoint /bin/sh \
  nginx-gateway-fabric/nginx:b.jee \
  -c 'apk list --installed'

This is the result

libxml2-2.13.9-r0 aarch64 {libxml2} (MIT) [installed]
...
pcre2-10.46-r0 aarch64 {pcre2} (BSD-3-Clause) [installed]

Which are the correct library versions.

The same occurs for Plus, seems like that underlying image had its library already updated.
