wpa-supplicant: drop report-eap-auth* .patch

The `report-eap-auth*`.patch adds some API surfaces for reporting
connection information, which was used by some legacy cDAQ workflows.
It is dubious if these API surfaces are still used, and the .patch
content does not compile, as of OE kirkstone.

Remove the .patch.
