Cross meeting userland-migration + typescript

Since types stripping is going to be stable it's maybe the time to discuss about "how can we help user to adopt type stripping".

For that I propose to have a meeting with both @nodejs/userland-migrations and @nodejs/typescript to feed this issue nodejs/userland-migrations#267 and then define spec for each codemod that we may need and write docs for part that cannot be accomplished with codemod.
