Improve shift issue templates

Please fill out this template when filing an issue. It is based on Night Shift Github guidelines.

This template intends to describe what apps and tools should be added to the apps.sh script.

• I've read, understood, and done my best to follow the CONTRIBUTING guidelines.

What is the issue?

I see issue templates for new apps. Default issue is also the same. We should rework templates with more pertinent options for shift.

Goals

• Remove templates not relevant to shift
• Add new templates
• Update default issue template
