Update Checkins Permission

As a member
I would like to update my check-ins, associated notes, action items, and agenda items
So that I can be an active participant in my personal development plan

• add permission to appropriate backend services
• update permission goes on the delete service for action_item and agenda_item
• update tests
• utilize permissions in frontend

After speaking with Michael, it was decided that the CAN_DELETE_CHECKINS permission will be reserved for more high risk deletion operations (which is not a feature that the app has at the moment). Therefore, the "delete" services for action_item and agenda_item will reside under the CAN_UPDATE_CHECKINS permission.
