Add some tooling to help manage external primitives

Here are the kinds of question one might want to easily answer:

• Are there primitives in runtime that are not longer necessary ? (can we tag primitives with version constraint ?)
• Are there missing primitives (in runtime) used/referenced in the stdlib ?
