Autopilot Manager does not work without group tags?

I am using Autopilot Manager to register a device but as long as the group tag is missing the application fails, or at least I do not get the green window, only the red one saying Timed out, though the new device appears in Endpoint Intune.
Does Autopilot Manager work only if group tags are provided? How can I provide it? I saw in your article Autopilot Manager with additional automation that this is possible using an AZURE function, but how can be done?
