This PR adds support for specifying global and per-spoke annotations for ManagedClusters on the hub. Annotations are set via clusteradm join ... --klusterlet-annotation=foo=bar.

Misc.

  • Fix a typo introduced in 🌱 standardize API conventions #31 (singleton -> singletonControlPlane)
  • Fix a 🐛 where hubInitializedCond was being computed too early, causing spokes to join prior to the hub initialization completing.
  • Bump FCC version to v0.0.6
