This pull request incorporates most of the changes required to support non-blocking collective I/O and split collective I/O operations. Specifically, the fcoll interfaces have been adjusted and the code in the io/ompio component is ready. The only change still necessary (and will be done in a separate step) is to adjust the interfaces of the io framework. I wanted to do that separately since it will also require some work on the io/romio component.

Howard, I am currently still in Germany, will be back in Houston (and with more time to work on that stuff) early next week. It is not that much work left on that topic, at least for the basic implementation. The optimized implementation (e.g. supporting two-phase or dynamic segmentation) will be a lot more work, but I hope to have something before the end of the summer.
