[Bug] Breakpoint menu grayed-out when openMSX is running [sf#314]

The commands on the Breakpoint menu are being grayed-out (blocked) together with the commands on the Execute menu. Because of this, I can only use the commands if the emulator is in BREAK state.

But that is a restriction imposed only by the debugger, not by openMSX itself. On openMSX I can still set breakpoints, watchpoints etc without having to break the execution.

I clearly understand why the STEP commands get grayed out when the emulator is running, but why also grayout the add breakpoint commands?
