OpenLayers master now uses the most recent version of Closure Compiler. See openlayers/openlayers#4072. So we can use the most recent version of the Angular and jQuery externs again.

With this PR we change from closure-util 1.6.1 to 1.7.0. This is to use the latest version of Closure Compiler (v20150729). See openlayers/closure-util#67.
