IFP with --volume not compatible

Bug Description

Running a case with kinetics parameter generation with the --volume from cli results in:

 ERROR: 'ifp_n_generation' must be lower than or equal to the number of inactive
        cycles.

model runs fine without volume.

Steps to Reproduce

Attached openmc pin cell case with ifp generation on for easy testing.
