Bug 1867129: Fix defaults for empty forwarder buffer spec

Description

This PR addresses the missing defaults for the forwarder.fluentd.buffer spec when an empty spec is given. The defaults need to be re-addressed during template generation because CRD defaulting is only possible after switching to CRD v1 (See #648).
