Re-introduces the changes from #387, which were reverted in #393.

The original changes were reverted due to failing CI jobs: rather than allow the jobs to continue to fail while a fix was applied (which would block 4.20 GA work), these changes were temporarily suspended. Now that the CI job has been re-written to avoid infringing on the namespace webhook, we can re-apply these cluster-admin restrictions.
