OpenShift 4 cli binaries not available through chocolatey

Hi @abejenaru - I see that you are a package maintainer on https://community.chocolatey.org/packages/openshift-cli . With users migrating to OpenShift/OKD 4.x, several have missed the convenience you provided by publishing this 3.x package to chocolatey. I work with the OpenShift Build & Release team and would be happy to support in any way I can to begin publishing the OpenShift 4 CLI.

Hey @jupierce, thanks for reaching out. Actually I completely forgot about these packages, and at this time I am no longer able to help with their maintenance. I will advertise them as "Looking for maintainer" to the Choco community, and if you want, you can jump right in.
