Remove rukpak from the v1 bumper

We are removing rukpak as a separate component of operator-controller:

• It is currently a library
• No longer will include it in the payload
• We are moving the code into the operator-controller repo

So, no need to keep downstreaming once the code is pulled into operator-controller.
