Explicitly specify -mod=readonly when installing the tool dependencies
in order to work in downstream CI environments.

These failures were seen in openshift/release#31085.

The other commits were needed in order to get the make lint and
make verify checks working, so we can reduce the number of PRs
to get CI green.
