This pull request consolidates the workflow for publishing the
libcobj.jarpackage to GitHub Packages by integrating it into the existingcreate-release.ymlworkflow and removing the now redundantpublish-libcobj.ymlworkflow.This pull request will also resolve #543.
Consolidation of publishing workflows:
.github/workflows/create-release.yml: Added a newpublishjob to publishlibcobj.jarto GitHub Packages..github/workflows/publish-libcobj.yml: Removed the entire workflow as its functionality has been integrated intocreate-release.yml.
