Move the OPL creation and database access functions into a class that can be used to instantiate template tests. Currently still only works for nodes.
Use a fixed seed to make the results reproducable. Choose a distribution range that ensures that all points are valid latitudes/longitudes.

Parametrize gazetteer tests so that not only nodes are imported but also ways and relations. Geometries are created at random. For relations a simple tetragon from a single way is used.
