Issue description

I try to run sensevoice with intel npu, has error:

@yashgoyal0110 I can't fully understand what you mean, I just haven't successfully deployed Sensevoice on the NPU, so I hope to get some answers here. The model file was converted from Sensevoice.onnx fron "https://www.modelscope.cn/models/iic/SenseVoiceSmall-onnx" using the ovc tool, but now I found it seems that the current NPU can't support some operators with dynamic shapes, which is causing the problem
