Fixes CHEF-3235. We had been overriding mode/user/group in load current resource and setting to nil when the new resource was nil so that we could easily compare. Now when new_resource is nil we still load the string representation into the current resource. Added a check for the new_resource being nil into FAC unix and FAC windows looks like it already checks for that case.
