Packaging Pipeline Now Live: DEB & RPM Build on Every Commit

The packaging pipeline for NMS_Tools is now fully operational.
Every commit to the repository triggers a clean build of both:

• Debian package (.deb)
• RPM package (.rpm)

These artifacts are produced deterministically and uploaded as part of the CI workflow. This gives us reproducible builds, nightly snapshots, and a stable foundation for future releases.

At this stage, artifacts are available through the Actions tab for anyone who needs early access during development. A formal versioned Release will come later, once the suite reaches its first milestone (including the upcoming weekly‑forecast enhancement for check_weather.py).

This marks a major step toward a fully distributable monitoring suite.
