Handle Old PRs and Issues

As this moment (😁), there are 160 Issues and 5 PRs that their last update were before release of Julia 1.0.0 (at 2018-08-09). Unless they get an update, most of them are obsolete.
Also, the PRs and Issues in archived repos should get a closing comment.
I'm mentioning them, hoping AI bot can handle them (💪).

Lots of issues are just posts of algorithms to implement. Also, this doesn't filter archived repos. Much of what's flagged here is in ODE.jl, AlgebraicDiffEq.jl, etc. which are all archived repos.
