Unable to log into GitHub account

Hello,
Fairly new user, so I apologize for the dumb question.
I created a GitHub account using a personal email address. I created a private repo that holds some text files. Two weeks ago, I was suddenly unable to access my account.

• I use a password manager for my username/password/2FA codes. So I am confident I am not entering the wrong information.
• I looked through my primary and backup email address to confirm I did not receive a 'your email has been changed' notice to rule out account compromise (for the most part).
• I attempted to sign in using my email and username, with no luck. I tried with different browsers, in incognito, and with different devices (windows, iPad, and MacOS). I also tried signing in at home, work and at the Library, even with a VPN (to rule out geographical restrictions.
• Finally, I attempted to get a password reset link. I went through the prompt and entered my email address, and completed the CAPTCHA. However, when I clicked the 'Send password reset email' button, it kicks me right back to the GitHub homepage. This is weird, as I created a secondary account to test this (this account, lol), and when I attempt a password reset, I get a different page after submitting the CAPTCHA. I also received the reset email for this account.
• For my primary account, I have not received the password reset email. I have followed all the steps listed by GitHub. I reached out to my email provider to ensure they didn't receive (and/or block) an incoming email from GitHub (other than the ones I can see in my mailbox). I checked SPAM/TRASH folders. I waited 24 hours and tried again, multiple times.
• I finally created a trouble ticket with GitHub. The Confirmation Code email came through immediately (which shows GitHub can reach my mailbox no problem). It has been almost 2 weeks, and no response from GItHub.

I am almost at the end of my rope here, so any ideas will be appreciated.
