That is correct. If you no longer have access to the GitHub account, the Copilot subscription cannot be canceled manually through self-service settings. In this situation, the only valid solution is to contact GitHub Support and request:
GitHub Support will usually ask for ownership verification before making billing-related changes. Continue replying to the same support ticket and include:

Body
Account access is required to cancel a Copilot subscription
If you can’t sign in, GitHub Support is the only way to stop billing for that account.
GitHub Copilot subscriptions can only be canceled from within the account that owns the subscription. Because you no longer have access to the account (password, passkey, and 2FA are all unavailable), the subscription can’t be canceled through self‑service.
Here’s what this means in practice:
Cancellation requires sign‑in to the GitHub account that is being billed.
There is no way to cancel or refund a Copilot plan without account access.
In cases like this, GitHub Support must manually verify account ownership and handle cancellation.
What to do next:
Continue with submitting this support ticket.
In the ticket, clearly state that:
You cannot sign in to the account at all
The account has an active Copilot Pro (approximately $10–11 USD) subscription
You are requesting cancellation and, if eligible, a refund
GitHub Support will guide you through account ownership verification and stop billing once verified.

Since this situation involves lost credentials, proceeding with the support ticket is the correct and required path. GitHub Support is the only team that can resolve this safely.
