I have a workflow spinning up matrix jobs that started running before the outage.
One of the matrix jobs failed and was retried, but then the issue kicked in. Now we have a half-state broken state where the workflow sees 3 attempts failing, while jobs themselves are on the second attempt.

Rerunning the workflow or deleting it fails:

> gh run cancel 2644208XXXX
Cannot cancel a workflow run that is completed

>❯ gh run rerun 2644208XXXX --failed
run 2644208XXXX cannot be rerun; This workflow is already running

I see others also have issues with stuck-forever queued jobs, but I think this might be different. Quite hard honestly to understand root cause and how this can and should be fixed. I feel like GitHub is being terribly vague with most of their recent issues.
