I'm encountering the same issue, but the cause in my case is different. I submitted my initial application for the GitHub Student Developer Pack earlier today using my ID and my student email address. It was instantly rejected. A screenshot of the message stating the reasons for the rejection is embedded below:
The first reason may be because I used OBS Virtual Camera to show a photo of both sides of my ID. Unfortunately, I have no other option here, since my personal information is on one side, and the current expiry date is on the opposite side (according to university policy, the hologram sticker with the expiry date MUST be placed on the back of the ID). If I only showed the front side with my personal information, which doesn't show a date at all, I'm afraid my application would be rejected anyway. I was, however, able to fill in my billing information to solve the second reason. Confusingly, though, I'm completely unable to reapply. I encounter an "outstanding request" error similar to @kpradyun's. A screenshot of the full message is shown below:
Just like the original case, no other applications are shown on my dashboard besides the one that was rejected. Again, clearing my browser cache did not seem to solve the problem. I have upcoming school projects that require GitHub Education benefits, which means I'm currently unable to work on them. Any help would be immensely appreciated. P.S. As I was writing this comment, I received another "rejected" response in my dashboard, as though my application had actually gone through without the "outstanding request" error. However, the message shows absolutely no useful information:

Hi everyone,
I am currently unable to access my GitHub Education benefits. My status expired in April, but I never received a renewal notification.
When I attempt to re-verify, I am blocked by the error: "You have an outstanding discount request for @kpradyun." However, my dashboard shows no active or pending requests. I have tried clearing my cache and using incognito mode, but the error persists. Additionally, the standard support contact form is not processing my requests.
As a researcher who relies on GitHub for my daily work, this technical deadlock is severely impacting my project productivity. I have my student documentation ready for manual review. Can a staff member please clear the "outstanding request" flag on my account so I can submit my verification?
