Copilot review does not respect rate limits

When asking copilot to perform review on pull requests we are experiencing rate limit errors

This is happening more frequently than before, could be our devs are making more PRs could be something else, but regardless the workflow that fails cost minutes and requests and the review have to be re-run as a new request.

The agent should respect the rate limits and just back off the requested time instead of failing the review request.
