Building on #165749, using has:blocked-by in a project is great, but since there is no way to filter based on whether the blocking issues are closed, we must manually go through issues inspecting ⛔ to know if they are still blocked (i.e. the blocking issue(s) are still open).

We can remove the blocking relationship manually, but that:

1. Requires a manual step, and:
2. Means the blocked issue doesn't reappear if the blocking issue is re-opened.
