Relative links in .github/CONTRIBUTING.md resolve incorrectly on the Contributing overview tab

Relative links in .github/CONTRIBUTING.md break on the repository's "Contributing" overview tab.

If CONTRIBUTING.md is in .github/ and links to a sibling file with a relative path like ./CODE_OF_CONDUCT.md, the link works in the blob view but 404s from the overview tab. That tab resolves relative paths from the repo root, not from the file's directory.

Steps to reproduce (GitHub's own repo):

1. Go to https://github.com/github/docs?tab=contributing-ov-file → click the Code of Conduct link → 404 at https://github.com/github/docs/blob/main/CODE_OF_CONDUCT.md.
2. Go to https://github.com/github/docs/blob/main/.github/CONTRIBUTING.md → click the same link → correctly opens https://github.com/github/docs/blob/main/.github/CODE_OF_CONDUCT.md.

Expected: the overview tab resolves relative links the same way the blob view does ie relative to the file's directory.

Impact: any repo that keeps community health files in .github/ and cross-links them has broken links on this surface. The only fix is switching to absolute URLs, which breaks local editor preview (VS Code, etc.). Authors are stuck picking which surface to break.
