Add Bulk Enable / Disable Action to /config/devices Table

Describe the enhancement

In the Settings->Devices table, it would be great to see more bulk actions on the top-right 3-Dot-Menu, especially Bulk-Enable and Bulk-Disable.

Adding "Enable selected" and "Disable selected" would be very useful, just as is "Delete selected".

Use cases

Example: I do have several devices which are supposed to be disconnected most of the time. For example party lights, which we only take out on occasion. Or plugs, which are paired and joined, but sit spare being disconnected.
