New Settings > Keyboard > Layouts in LM 22.3 is terrible

I dont know where to put it so...

I no longer can change layouts by terminal command (gsettings), in 22.2 this was great, I had scripts that were changing positions of layouts , like this:

US > run script > CZ
CZ > run script > US

but in 22.3 I have to go to layout setting and change it manually every time

Another bad change is with layout at panel
I set layouts like this: (in Settings > Keyboard > Layouts)

US
CZ

then at panel I change it to CZ, in 22.2 it always stayed CZ, until I pressed shortcut to switch.
In 22.3 it changing on it own to US every time I wanna type password at any website and more! why?

In 22.2 layout setting was much better, please change it back, the current one is regression
