KMS keys are going away while PERSISTENCE=1

Hi,
I am new to localstack but my configuartion is

localstack:
    image: localstack/localstack-pro
    ports:
      - "4566:4566"
    networks:
      - avoxx-network
    environment:
      - LOCALSTACK_AUTH_TOKEN=${LOCALSTACK_AUTH_TOKEN}
      - PERSISTENCE=1
      - SERVICES=kms,kinesis,lambda,iam,logs,cloudwatch,s3
      - AWS_DEFAULT_REGION=us-east-1
      - KINESIS_LATENCY=0
      - KMS_PROVIDER=moto
    volumes:
      - localstack_data:/var/lib/localstack
      - /var/run/docker.sock:/var/run/docker.sock 

but the KMS keys are not persisting on container restart.

Please HELP!!
