Is threaded comment reply on work items available in Community Edition v1.3.0?

• Edition: Plane Community Edition
• Version: v1.3.0
• Deployment: self-hosted (Docker Compose)

Question

The official documentation describes a threaded reply feature on work item comments:

Click the ⋯ menu next to any comment to reveal the actions menu. Select Reply.

However, on our CE v1.3.0 instance, the Reply option does not appear in the
⋯ menu of any work item comment. Only Edit / Copy link / Delete are shown.

The Cloud changelog suggests this feature was introduced on 2025-12-01:

And a follow-up fix was made on 2025-12-23:

The v1.3.0 release notes mention "Improved work item detail, list layout, sidebar,
and comment UI", but do not explicitly mention threaded replies:

feature availability.

What I'd like to confirm

1. Is threaded reply on work item comments intentionally not yet shipped in CE v1.3.0, or is it expected to be available?
2. If not yet shipped, is there a target release / ETA for CE?
3. If it is supposed to be available, is there a feature flag, env var, or migration step required to enable it?

What I tried

• Inspected the comment ⋯ menu on multiple work items across multiple projects
