Include customizable To: CC: and BCC: fields in email templates

This is something I've seen in ScholarOne and Editorial Manager---when you customize an email template, you can either drop a tag to pull the editor (or some other role like section editor, journal manager) on that submission into the CC or BCC field. You can also add another tag for a recipient to the To field. Or you can simply type a specific email address into any of the fields. This is useful for editorial offices where there are multiple editors and admin assistants who all need to keep abreast of any action taken on all submissions.
