reflex --compile needs to run twice

Hi,

I am not sure if it is a bug, so I will start here.

When there is changes to the code base and I run 'reflex --compile' the first time it compiles instantly and doesn not compile the changes in.
I just have to run it a second time and then it compiles correctly. Is this a bug?

It is almost like it needs to run twice to pick up that there is changes to compile to .web
