Xcode "Build Tool Plug-ins"

Xcode projects support "Build Tool Plug-ins". You install and enable them in the Build Phases for your target.

How does that differ from running a SwiftPM package plugin? (I think they might be the same…?)

Could we use that for Skip apps, instead of having a thin project that wraps a SwiftPM library?
