Added

• Backup rate limits: backup.rate_limit_records_per_sec and backup.rate_limit_bytes_per_sec. Like the restore limits they are one token bucket each, shared by every partition, so they cap the backup's total rate; bytes are counted as each record's encoded size, as for restores. The limit is an average: the next fetch waits until the previous one fits the rate. A graceful shutdown interrupts the wait. These keys used to be ignored with an "unknown config key" warning, and the operator's KafkaBackup.spec.rateLimiting had nothing to map to (kafka-backup-operator#81).

Changed

• BackupOptions gains the public fields rate_limit_records_per_sec and rate_limit_bytes_per_sec (default None). Code that builds BackupOptions with a struct literal must set them or use ..Default::default().
