Add to deploy function ability to only update if code has changed (via checksum of lambda code)

To prevent updating lambda function in cases like the one below, when the source code has not changed

this might require some kind of JSON file in s3 with metadata about the published lambda (which is not a bad idea) which could be checked before triggering the lambda update workflow
