`deploy-vm.yml` script fails occasionally

Seems to happen at least once every couple of days, not super critical but wanted to call it out.

Seems like it’s like 1 in 50 which is not bad. And either is some dumb 503 or 403 from docker in error or an error from GCP. Honestly likely a race, will just keep an eye on it. Seems rare enough not to be a problem. Definitely more concerned about silent failures in which in VM does not actually come up ;)

Issue here: docker/build-push-action#251 and easy to fix GCP error with a retry on our end
